He grew up in Terre Haute, graduating from Dana High School before receiving his bachelor of science in Special Education and master's in Special Education Administration from Indiana State University. He would later earn a second master's degree in elementary reading from Ball State University.

Carol started her career teaching first grade, while Bill worked as a speech/language therapist for Lake County, Indiana.

The couple would have two children, Gregory Burk and Jennifer “Renee.” The siblings fondly remember Bill and Carol as being supportive, loving parents.

The family moved to Muncie in 1977, where Bill became director of the Delaware County Special Education Co-op. He then served as director of personnel for the Muncie Community Schools and retired in 1988.

Bill and Carol enjoyed traveling together, and the beaches of Florida were among their favorite destinations. Carol preceded Bill in death in July 2007.

He is survived by son Greg and wife Rayanne of Castroville, Texas; daughter Renee DuChane of Terre Haute; brother Donald and wife Joan DuChane of Aurora, Illinois;  six grandchildren, Alissa DuChane of Cleveland, Ohio; Connor DuChane of Ostrander Ohio; Kennedy Carrithers or Terre Haute; Kelsey Tran of San Antonio, Texas; Shelby Schmid of Nacogdoches, Texas, and Garrett Schmid of Austin, Texas; and one great-grandson, Christopher Tran.
